هدف از تحقیق حاضر شناخت شاخص¬های (جغرافیایی، اقتصادی و اجتماعی) مناطق مرزی استان اردبیل و چگونگی ارتباط این عناصر با دیگرعناصر نظام برنامه¬ریزی کشورصورت گرفته است، در این تحقیق روش پژوهش به صورت توصیفی – تحلیلی انجام خواهد شد. همچنین تحقیق مورد نظر از نوع تحقیقات کاربردی به شمار می¬آید و شیوه¬ی جمع¬آوری اطلاعات اسنادی و میدانی درقالب پرسش¬نامه و توسط ۲۰ نفر از متخصصان امر انجام می¬گیرد، مدل¬های استفاده شده درتحقیق حاضر مدل هیبریدی SWOT-ANP وSWOT- AHP است در نتیجه¬ی آن سنجش قابلیت¬ها و محدودیت¬های آمایش مناطق مرزی به لحاظ توسعه انجام خواهد شد برای حصول بدین مقصود با بهره گیری از تکنیک SWOT اقدام به شناسایی نقاط قوت و ضعف (عوامل داخلی) و فرصت¬ها و تهدیدها (عوامل خارجی) خواهد شد و با استفاده از مدل ANP و AHPبه وزن دهی مجموعه عوامل داخلی و خارجی جهت اتخاذ بهترین استراتژی (SO,WO,ST,WT) پرداخته می¬شود. بنابراین با توجه به خصوصیات و ویژگی¬های مناطق مرزی اردبیل راهبرد ST می¬تواند به عنوان راهبرد اصلی جهت توسعه¬ی نواحی مرزی این مناطق انتخاب شود

The purpose of this study is to identify the characteristics (geographical, economic and social) of border areas of Ardabil province and how these elements relate to other elements of the country's planning system. In this research, the research method will be descriptive-analytical. Also, the research in question is a type of applied research and the method of collecting documentary and field information is done in the form of a questionnaire by 20 experts. The models used in the present study are SWOT hybrid model. -ANP and SWOT- is AHP, as a result of which the capabilities and limitations of border area planning in terms of development will be assessed. To achieve this purpose, using SWOT technique to identify strengths and weaknesses (internal factors) Opportunities and threats (external factors) will be used and the ANP and AHP models will weigh the set of internal and external factors to adopt the best strategy (SO, WO, ST, WT). Therefore, according to the characteristics and features of Ardabil border areas, ST strategy can be selected as the main strategy for the development of border areas of these areas
