روغن ها و چربی ها پس از هیدروکربورها بعنوان دومین منبع تأمین انرژی در تغذیه انسان از اهمیت ویژه ای برخوردارند که در راستای برقراری امنیت غذایی در کشور به میزان مورد نیاز و در حد متعادل در الگوی مصرف می بایست در دسترس همگان قرار گیرد .نیاز به واردات حدود ‮‭۹۰‬ درصد روغن خوراکی مصرفی در کشور و تداوم این روند ضرورت سنجش امکانات وپتانسیلها و برنامه ریزی جامع و اعمال مدیریت و نظارت صحیح برای توسعه کشتدانه های روغنی را بیش از پیش مورد تاکید و توجه قرار داده است .این مسئله از سالها پیش یکی از دغدغه های کشور بوده که در حال حاضر نیز افزایش سطح ضریب خود اتکایی در زمینه تولید روغن خوراکی مورد نیاز کشور به یک عزم ملی تبدیل شده است .در عصرحاضر، تقریبا همه امور و کارهای جامعه به وسیله سازمانها صورت می‌گیرد .گردش کار سازمانها به فعالیت فردی و همکاری گروهی مردم وابسته است .مدیران، به عنوان گردانندگان اصلی سازمانها، نقش مهمی در بهسازی فعالیتهای سازمانی ایفا می‌کنند .امروزه از مدیریت به عنوان یک عنصر کلیدی در ایجاد، اداره کردن و انجام فعالیتهای مختلف نام برده می‌شود .به عبارت دیگر عامل بسیار مهمی را که در موفقیت یا شکست سازمان یا یک پروژه دخیل می‌دانند، مدیر می باشد این پژوهش، نقش مهارتهای برنامه ریزی، سازماندهی، مالی، اجرایی، تکنیکی، هدایت وکنترل، سطح عملکرد محصول کلزا، بررسی می شود .این تحقیق به لحاظ هدف، کاربردی وبه لحاظ زمان مقطعی‮‭۱۳۸۶) -(۸۷‬وبه لحاظ روش پیمایشی می باشد .در این مطالعه پس از استفاده از تعاریف مدیریت، مروری بر نظریات مدیریتی و طبقه بندی وظایف و مهارتهای مدیریتی بعنوان چارچوب نظری داشته، سپس با غنایی که از مرور ادبیات می گیرد، با استفاده از ابزار پرسشنامه به طریق تکمیل حضوری، اطلاعات مورد نیاز جمع آوری شده .برای تبیین تغییرات متغیر وابسته عملکرد از طریق متغیرهای مستقل، از رگرسیون لگاریتمی خطی استفاده شددر مدل برآورد شده، متغییرهای میزان مصرف کود ازته و مهارتهای برنامه‌ریزی، مهارتهای مدیریت مالی، مساحت زیر کشت در سطح ‮‭۱‬ درصد معنی‌دار شدند و میزان مصرف کود پتاسه و فسفره، مهارتهای مدیریت اجرایی در سطح ‮‭۵‬ درصد و نیروی کار در سطح ‮‭۱۰‬ درصد معنی دار شدند .مقدار آماره ی ‮‭F‬معنی‌داری کل رگرسیون را در سطح یک درصد تائید می‌کند .ضریب تعیین مدل ‮‭۶۷/۰= R۲‬ و ضریب تعین تعدیلی برابر ‮‭۶۴/۰‬برآورد شده است و این نشان دهنده آن است که ‮‭۶۴‬ درصد تغییرات در میزان تولید کلزا در شهرستان نقده توسط ‮‭۸‬ متغییر مستقل توضیح داده می‌شود .پیشنهاد می شود جهت افزایش عملکرد محصول در منطقه مورد مطالعه در خصوص مصرف کودهای مصرفی علی الخصوص در مورد کود ازته انجام گیرد.
