خدمات شهری ساختار دهنده‌ی شکل و ماهیت کالبدی، اجتماعی و فضایی شهر است لذا بی عدالتی در نحوه‌ی توزیع آن، تأثیر جبران ناپذیری بر ساختار، ماهیت شهر و جدایی گزینی طبقاتی محلات شهر گذاشته و مدیریت شهری را با چالش‌های جدی روبرو می‌کند .در تحقیق حاضر به بررسی وضعیت عدالت اجتماعی در سطح بافت سنتی و تاریخی و و بافت جدیدالاحداث شهر پیرانشهر پرداخته شد .تحقیق حاضر به لحاظ هدف در زمره پژوهش‌های کاربردی و به لحاظ روش تحقیق پیمایشی می‌باشد .در روند تحقیق ابتدا با طراحی پرسشنامه و برداشتهای میدانی به بررسی میزان دسترسی شهروندان در سطح نواحی شهر پیرانشهر پرداخته شد و سپس جهت رتبه‌بندی نواحی شهر به لحاظ دسترسی به خدمات از مدل VIKOR استفاده شد و در نهایت از مدل نزدیکترین همسایه جهت ارزیابی الگوی پراکندگی خدمات در سطح نواحی شهر استفاده گردید .و نتایج مدلها حاکی از آن است که پراکنش فضایی خدمات شهری در بافت تاریخی و سنتی از الگویی منظم پیروی نمی‌کند و توزیع‌ها به صورت تصادفی می‌باشد .همچنین تخصیص خدمات شهری در بافت جدیدالاحداث شهر تفاوت معنی داری با بافت سنتی و تاریخی شهر پیرانشهر دارد .در بررسی‌صهای به عمل آمده نواحی ۱ و ۲ به عنوان بافت جدیدالاحداث از دسترسی به خدمات بیشتری نسبت به بافت سنتی و تاریخی برخوردارند کاملا نمایان است و این میزان دسترسی به خدمات در رضایت مندی ساکنان این مناطق موثر بوده است .با توجه به نتایج به دست آمده از این روش لزوم ساماندهی خدمات شهری در محدوده مورد مطالعه ضروری به نظر میرسد، در مورد بافت تاریخی توجه به دیدگاههای عدالت محور و توجه به عدالت اجتماعی در توزیع خدمات شهری در بین محلات مختلف ضروری به نظر میرسد

Urban services are the structural and physical, social and spatial nature of the city; therefore, injustice in its distribution distorts the irreparable impact on the structure, the nature of the city, and the segregation of the urban neighborhoods, and faces urban management with serious challenges. In the present study, the status of social justice in the traditional and historical context and the new construction of the city of Piranshahr was investigated. The purpose of this research is applied research in terms of survey research method. In the process of research, by first designing a questionnaire and field observations, citizens' access to the level of areas of the city of Piranshahr was investigated. Then, in order to rank the areas of the city in terms of access to services, the VIKOR model was used and finally, the nearest neighbor model was used to assess the pattern of service dispersion It was used on the surface of the city. And the results of the models indicate that the spatial distribution of urban services in a historical and traditional context does not follow a regular pattern and distributions are random. Also, the allocation of urban services in the new context of the city has a significant difference with the traditional and historical context of the city of Piranshahr. In the present study, areas 1 and 2 as new textures have access to more services than traditional and historical context, and this access to services has been effective in satisfying the residents of these areas. Considering the results obtained from this method, the necessity of organizing urban services in the study area seems to be necessary. Considering the historical context, attention to justice-centered views and attention to social justice in the distribution of urban services in different districts seems necessary
